Sr. Project Controls Analyst Leads the Project Team by maintaining an effective Project Controls System which includes sustaining a Resource Planning and Allocation System. Responsible for technical direction of Project Tracking and Progress/Performance Reporting, Project Cost Evaluation, Tracking and Control, Project Communication, Contract Review and Administration, Customer and Supplier Order Management and Customer Bids and Proposals throughout the project life cycle.
Core Responsibilities:
Maintains and monitors a successful Project Control System, which includes evaluation and communication methods, conformance to policies and procedures and tracking and reporting tools, to ensure that Project requirements, milestones and overall objectives are met.
Reviews existing project related procedures and policies, standard terms and conditions, work instructions, communications, tracking methods and tools. Recommends improvements/updates to meet project and management directives and current and future business requirements.
Maintains a common format for Project Managers to define and report Project Performance Objectives, Requirements or Milestones. Supports the Project Team by assuring that all important aspects of the project (such as, adherence to scope, milestones, budget and schedule, manpower and equipment utilization, team morale, logistical issues, etc.) are monitored and communicated to the proper Team Member(s).
Assists Project Team to ascertain cause of significant deviations from planned performance, requirements and/or milestones. Assists in the development of action plans to correct unfavorable performance or to take advantage of unusually favorable performance trends.
Implements and maintains a user-friendly Resource Planning and Allocation System to manage all projects and project resources involved in Project Management, Engineering, Drafting, Procurement, Quality Assurance, Planning, Scheduling, Contract Administration, Project Coordination and outside consultants.
Ensures that the Project Controls System addresses resource conflicts individually and between projects, lead times for resources and equipment deliverables as well as scheduling of same to meet all project requirements and company/management directives.
Establishes and maintains a control system to evaluate, monitor, track, forecast and report project costs, cash flow and percent complete project status accounting and reporting
Monitors common policies and procedures to define all contract deliverables in tangible products and intangible services to determine total scope of work required to fulfill the contract.
Ensures compliance with change order administration and cost development including visibility, status tracking/reporting, acceptance status, and resolution of aging, unresolved or unaccepted change orders.
Prepares and maintains Project Risk Matrix on both costing and scheduling.
Handles confidential and sensitive technical and contractual information and issues.
Support sales and proposals activities including proposal schedules. Prepare weekly and monthly project reports. Prepare productivity analysis and reporting for management.


Educational Qualification:
Bachelor’s degree in Project Management, Consstruction Management, or Engineering (or experience in a technical field in lieu of degree may be accepted).
Ten to thirteen years of relevant Project Controls and Project Management experience involving engineering, procurement and construction of major capital projects.
Working knowledge of Marine Oilfield Equipment Engineering, Project Management; Quality Assucance (including ISO principles); Fabrication Processees; Customs, Government/Industry Regulations and Traffic; Offshore and Shipyard Installations and Operations; Procurement; Customer and Vendor Contract and Sub-Contract Development, Review, Adminstration and Negotiaion.
Microsoft Office programs with proficiency in spreadsheets, word processing, relational databases, and project management software. Cost and risk analysis software such as Acumen or Primavera Risk Analysis. A basic knowledge of CAD and proficiency with 3D Modeling software.

The AP Tech II will perform a variety of accounting functions such as calculating, posting, and verifying financial data for use in processing accounts payable.
Core Responsibilities:
Process various types of payables, including PO- and project-related, USD and foreign currency, corporate expenses, and expense reports.
Ensures invoices are properly approved in accordance with Company authority matrices.
Ensures all PO-related invoice packages achieve three-way match requirements, per U.S. GAAP, before setting up payment.
Verifies invoices are coded to the proper project or cost center.
Works with suppliers and other departments to clarify questionable invoice items such as pricing, freight charges, tax, proof of delivery, or any other items that are unclear. Documents all communications and maintains voucher packages through final payment.
Reviews purchase orders and work orders to ensure invoices do not exceed contractually stipulated values without proper approval and/or document revisions
Assists in completing weekly check and wire runs for multiple Group Companies.
Prepares end-of-month accruals and automatic entries to general ledger for all invoices, as required.
Assists with providing support to internal and external auditors, as needed.

Qualifications & Experience

The Document Controller receives, processes, monitors and expedites internal and external distribution of engineering and supplier documentation. Validates document quality before routing and transmitting. Rejects incoming documents from suppliers based on quality and requirement criteria. Collaborates with project teams to ensure project document control requirements are met. Functions as integral member of the project team alerting Project manager to document issues which may impact project schedule.
Participates in Project initiation meetings, confers with PM and PEM’s to assure deliverable and supplier documents meet project requirements. Applies knowledge of engineering, construction, and manufacturing processes. Documents information and project specific process using standard template(s) and maintains processes within Bluebeam Studio.
Accountable for Project Document Quality for completeness, format, and compliance with contract and project requirements.
Submits project documentation to Project teams for approval, and transmits approved documents to client, certifying authority and suppliers.
Electronically route documents to appropriate staff and facilitates movement of routes when they approach due dates to meet client requirements.
Tracks routes and follows up with engineers to meet document turn around guidelines

Provides reporting for the project team base on Project Manager requests and client needs.

Key Responsibilities:
• Responsible to control and monitor project total expenditure including verifying and checking of invoices and claims from suppliers, vendors and subcontractors to ensure that all project expenditures are captured and properly recorded.
• Provide planning and cost controlling support for all projects which includes variation reporting, monitoring of milestone progress to the preparation of customer billing processes, etc

• Perform technical and commercial review of EPCI long time tenders (subcontractor’s quotations) for the preparation of Service agreements
• Ensure effective project implementation and utilize productive reports from the creation of WBS with the use of project management system to monitor the status of all purchases, invoicing and delivery up to the closure of the project.
• Coordinate and work with the project management team to resolve project issues to ensure the delivery/completion of the project work.
• Attend project meetings and discussions with the PMT and external clients
• Perform project costing related reporting to the team and management’s review on a monthly basis to ensure that expenditures are kept within the project budget.
• Provide cost control and planning advice to the internal PMT team as and when required.
